Passage of the (First) Reconstruction Act
Congress passed the first Reconstruction Act over President Andrew Johnson's veto, dividing the former Confederate states (except Tennessee) into five military districts and requiring them to draft new state constitutions guaranteeing Black male suffrage before being readmitted to the Union.
